I looked up how to fix this and I came across Kaldaien's mod called Special K which claimed that it could fix the micro-stutters. It felt like I was playing a stop-and-go again. Every time I walked through a town or the world map, the game would stutter briefly then return to normal constantly. I bought Tales of Vesperia: Definitive Edition (ToV:DE) some days ago on the Steam sale, and it's an amazing game so far, but the constant micro-stutters were chipping away at my experience. If the game runs perfectly or acceptably for you, you don't need to read this post at all! This is just for those who have constant micro-stutters despite having a good enough computer. I made a new account literally to post this because it took me about 3 days to address it, and I'd hate for other people to spend that time trying to fix this game.
